The HT-900 Turbo Force Air Circulator is Honeywell's tabletop personal fan. It has three speeds, and the fan head tilts to adjust the direction air blows, but some users say the tilt function is tricky to use and the fan sometimes falls over or winds up blowing air toward the ceiling. Like most fans in this price range, it does not oscillate. If you can spend a bit more money, we found much better overall reviews for the Ozeri Brezza Oscillating 10-Inch High Velocity Desk Fan.
The Honeywell HT-900 is one of the highest-reviewed fans at Viewpoints.com, with users saying it is quiet, compact, inexpensive and effective for circulating air. However, owner reviews at Amazon.com and Target.com (more than 100 across both sites) are mixed.
