This report focuses on powered hedge trimmers, but a pair of manual hedge clippers may be the best choice for quiet trimming sessions. They're the least expensive option. Manual hedge trimmers come in a variety of styles and are widely available. ConsumerReports.org tested these back in September 2001, noting that shorter blades are less efficient but may be more comfortable. The review recommends making sure the blades can be sharpened and that blade tension can be adjusted without a wrench.
