Among small-screen TVs, the 23-inch Vizio VM230XVT Razor is a standout for its good picture quality and surprising features. This LCD TV uses an edge-lit LED backlight for picture quality that's not in the same league as big-screen powerhouses, but that's very, very good for a TV in this screen size. The 1080p resolution might be overkill if all you want to do is watch TV, but is a plus if you want the VM230XVT to pull double duty as a computer monitor.
