The 27-inch Toshiba 27D47 has few features, and its picture quality is not as good as that of some higher-rated TVs. However, it delivers a reasonably good picture at an incredibly low price for a 27-inch TV from a brand-name manufacturer. Its digital tuner means this TV won't become obsolete when analog broadcasting ends in Feb. 2009. The sound system includes Toshiba's StableSound function, which levels out changes in volume regardless of the program material. While the set can receive HD programming, it can only display that programming in standard definition.
Although the 27-inch Toshiba 27D47 has not received any professional reviews, it is essentially identical to the now discontinued 27D46, which was reviewed by Consumer Reports and Consumer Guide. We didn't find many user reviews for the Toshiba 27D47 aside from a couple of reports at Epinions.

1. ConsumerReports.org
Although the most recent report is now out of date, Consumer Reports continues to cover CRT televisions and is currently the best professional source for reviews. While the magazine did not test the Toshiba 27D47, the similar but now discontinued 27D46 is rated.
Review: Conventional TVs, Editors of Consumer Reports, Feb. 2007
Like Consumer Reports, Consumer Guide has not reviewed the Toshiba 27D47 but has reviewed the similar Toshiba 27D46. The report, unfortunately, is short and superficial.
