The Niagara Flapperless is reviewed by two sources: Niagara Conservation (which manufactures this toilet) and, more objectively, the Maximum Performance (MaP) Testing of Popular Toilet Models 13th Edition. We didn't find many user ratings for this toilet.
February 2009. The unique Niagara Flapperless toilet eliminates flappers (or any other type of flexible seals), meaning you don't have to replace these parts as you would with ordinary toilets. This theoretically maintenance-free toilet uses an economical 1.6 gallons of water per flush (gpf), and receives positive reviews from owners posting their opinions online, as well as good ratings from the Maximum Performance (MaP) Testing of Popular Toilet Models 13th Edition. This toilet is available through the manufacturer, but one version, the Pegasus 1.28 GPF All-In-One HET Cottage Collection (*est. $220), is available at Home Depot stores. It's comparable in price to a well-reviewed budget toilet, the TOTO Drake CST744S (*est. $240). Niagara has recently released a new more water-efficient model, the 1.28-gpf Niagara EcoLogic Flapperless (*est. $325). This new toilet bears the EPA WaterSense label.

Testers flushed soybean paste encased in a latex membrane "similar to a sausage" or uncased media to test the performance of hundreds of toilets. The Niagara Flapperless flushes 800 grams of solid waste per flush.

Niagara Conservation Corporation manufactures high-efficiency resource-conserving products such as ultra-low-flow toilets. The site features the two toilets the company currently manufactures: the Niagara Flapperless and the more water-efficient EcoLogic. The toilets, which have a permanent 1.6- or 1.28-gallon flush, can decrease water usage by 50 percent compared to traditional fixtures. There are also some nice resources for those seeking information on energy conserving toilets, including a Tests and Report Data page with links to several studies.
